Hatip Dicle

Hatip Dicle
Der kurdische Politiker, 1954 in Diyarbakır geboren, absolvierte ein Bauingenieurstudium an der TU Istanbul. 1990 kehrte Hatip Dicle zurück in seine Heimatstadt, wo er zum örtlichen Vorsitzenden des Menschenrechtsvereins IHD gewählt wurde und 1991 als Kandidat der SHP (Sozialdemokratische Volkspartei) ins Landesparlament einzog. Während seiner Zeit als Abgeordneter war er stellvertretender Vorsitzender der HEP (Arbeitspartei des Volkes).

1993 beauftragte ihn der damalige türkische Staatspräsident Turgut Özal, den PKK-Vorsitzenden Abdullah Öcalan im Libanon aufzusuchen, um den Wunsch der Regierung nach einem unbefristeten Waffenstillstand persönlich zu übermitteln. Özal wollte seinerseits im Zuge des Waffenstillstands seine Bemühungen für eine friedliche Lösung der kurdischen Frage intensivieren.

Öcalan ging auf das Angebot Özals ein und verkündete am 16. April 1993 einen Waffenstillstand. Doch einen Tag später verstarb überraschend der türkische Staatspräsident. Nach dem Tod von Özal scheiterten die Friedensbemühungen.

Im Zuge des wiederentbrannten Krieges wurde die HEP verboten. Hatip Dicle wurde Ende 1993 zum Vorsitzenden ihrer Nachfolgepartei, der Demokratie Partei (Demokrasi Partisi, DEP) gewählt.

Am 2. März 1994 hob das Parlament die Immunität Dicles und drei weiterer Abgeordneter auf, alle wurden am gleichen Tag am Parlamentsausgang festgenommen und später zu 15 Jahren Haft verurteilt und nach insgesamt zehneinhalb Jahren entlassen.

Nach Dicles Wahl zum Ko-Vorsitzenden des Demokratischen Gesellschaftskongresses (Demokratik Toplum Kongresi, DTK) Ende 2009, wurde er erneut inhaftiert. Während seiner fünfjährigen Haftzeit und des laufenden KCK-Hauptverfahrens wurde er bei den Parlamentswahlen 2011 als unabhängiger Kandidat gewählt, aber die Wahl nachträglich annulliert.

Nach seiner Entlassung 2014 war Dicle Teil der Delegation, die insgesamt zehn Gespräche zwischen dem türkischen Staat und Öcalan auf der Gefängnisinsel Imrali und mit der PKK-Führung im Kandilgebirge führte. Ergebnis war eine Deklaration mit insgesamt zehn Artikel, die den Rahmen für einen Verhandlungsprozess im Sinne der kurdischen Frage darstellten. Das Ziel war zugleich auch die umfassende Demokratisierung der Türkei.

Doch soweit ist es nicht gekommen, da der türkische Staatspräsident Erdogan den Verhandlungsprozess einseitig für beendet erklärte. [1]
