He was born in the year 1942 in village of Kuradawe in Chawarta district, Sulaymaniyah province, South Kurdistan.
In the year 1963, he graduated from Halabja Islamic Institute.
In the year 1964, he received his license in Shari'a sciences from Mawlawi Mosque in city of Sulaymaniyah.
In the year 1972, he received a bachelor's degree from Imam Azam College of Sharia in Baghdad.
In the year 1974, he obtained a master's degree in jurisprudence from the College of Literature of Baghdad University.
In the year 1975, he became a teacher at Imam Azam College in Baghdad.
In the year 1979, he became a lecturer in the Department of Arabic Language, College of Literature, Sulaymaniyah University.
In the year 1984, he became the preacher of Ali Kamal Mosque in Sulaymaniyah.
In the year 1984, he joined the Islamic Movement.
In the year 1985, he was arrested by the Ba'ath regime in Baghdad for his activities in the Islamic Movement. He was released after three months in prison.
In the year 1986, he left for the mountains and immigrated to Iran.
In the year 1986, he became the leader of the Islamic Relations Movement. In 1987, after the establishment of the Islamic Movement in Kurdistan, he was appointed a member of the Political Bureau and head of the Bureau of Islamic Fatwa and Da'wah.
Sheikh Abdul Latif was martyred in a tragic accident on 21-06-1993 on a trip for work for the Islamic Movement and Muslims from Bokan in Burhanabad area with his bodyguard named Ibrahim after spending 51 years in the service of preaching, jihad and struggle.[1]
