حاکم جەواد ساڵەح نەورۆز ئەفەندی ساڵی (1957) لە #ڕواندز# لە دایکبووە.
ساڵی (1983- 1984) کۆلێژی یاسا و ڕامیاری، بەشی یاسای لە زانکۆی بەغدا تەواوکردووە و بڕوانامەی بەکالۆریۆسی بەدەستهێناوە.
ساڵی (1984) لە بوەتە پێشمەرگە و لە ساڵی (1989) دا ئەندامی دەستەی دامەزرێنەری (یەکێتی مافپەروەرانی کوردستان) بووە لە شاخ.
هاوکات ماوەیەک دادوەری شۆڕش بووە.
لە ساڵی (1996) کراوەتە بەڕێوەبەری شارەدێی ڕواندز.
ساڵی (2001- 2002) بەڕێوەبەری شارەدێی بالیسان بووە، یەکێکە لە نەوەکانی چەکسازی بلیمەت (وەستا ڕەجەب) .
حاکم جەواد تێکۆشەر و نووسەرێکی بەسەلیقە بووە، تا لەژیاندا بوو دوو پەرتووکی بە چاپ گەیاند، جگە لە دەیان و سەدان وتار لە گۆڤار و ڕۆژنامە و سایتە ئەلیکترۆنییەکان.
حاکم جەواد لەسەر وەسیەت و ڕاسپاردەی #نەوشیروان مستەفا# پەرتووکێک دەنووسێت بەناوی #وەستا ڕەجەب چەکسازی بلیمەت# وەک خۆی لە پەرتووکەکە و لە لێدوانە ڕۆژنامەوانییەکانیشدا باسی کردووە.
ساڵی (1987) لە وەرتێ بەدیداری ڕەوانشاد نەوشیروان مستەفا شاد دەبێت، دوای یەکترناسینیان نەوشیروان مستەفا داوای لێ دەکات سەرجەم زانیارییەکان لەبارەی وەستا ڕەجەب وەستای درووستکردنی تۆپ لە سەردەمی میر محەمەد پاشای کۆرەی ڕواندز کۆبکاتەوە و لە چوارچێوەی پەرتووکێکدا بڵاوی بکاتەوە.
حاکم جەواد ئاماژەی بەوە کردبوو، هەرگیز ئەو داوایەی نەوشیڕوان مستەفای بیرنەچوبوو، بۆیە دوای چەندین ساڵ ئاواتەکەی خۆی و کاک نەوشیروانی بەدیهێنا و پەرتووکەکەی بەچاپ گەیاند، لەکاتی بڵاوکردنەوەشیدا لە ڕێگەی پەیامنێری (سبەی)ەوە لە ڕواندز پەرتووکێکی پێشکەش بە ڕۆحی نەوشیروان مستەفا کرد.
پەرتووکێکی تری بە ناوی #سەربار لە بنبار گرانتر!# ناوەرۆکی پەرتووکەکە ڕەخنەیە لەبەکارهێنانی وشەی بیانی لە فەرهەنگ و زمانی کوردیداو پێیوایە، بەکارهێنانی وشەی بیانی زیانی لە زمانی ڕەسەنی کوردی داوە.
حاکم جەواد لەنەوەکانی وەستا ڕەجەبە، وەستا ڕەجەب وەستای درووستکردنی تۆپ بووە لە سەردەمی میرنشینی #سۆران#، کە میر محەمەد پاشای ڕواندز ناسراو بەپاشای کۆرە میری میرنشینەکە بوەو ڕەواندزیش پایتەختی میرنشینی سۆران بووە.
