ناوی تەواوی(عەبدولقادر عومەر ساڵح)ە، لەساڵی 1939 لەگەرەکی #ئيمام قاسم#ی شاری #کەرکووک# هاتۆتە ژيانەوە، لەخانەوادەيەکی ئاينی مەلازادە پەروەردە بووه بەرەچەڵەک خەڵکی گوندی #ئۆمەر گومبەت#ی ناحيەی #سێگردکان#ە، ساڵی 1959-1960خانەی مامۆستايانی کەرکووکتەواو دەکات، ساڵی 1963 چەکی پێشمەرگايەتی لە #شۆڕشی ئەيلول# لەشان دەکات، دەبێتە لێپرسراوی ناوچەی #پارتی ديموکراتی کوردستان# لەشاری #قەلادزێ#، دواتر دەگوازرێتەوە شاری(دوز)، لەنێوان ساڵانی(1964-1965)دەبێتە سەرنوسەری گۆڤاری(پشکۆ)ی لقی(#يەکێتی مامۆستايانی کوردستان#) و دواتريش لەگۆڤاری(گزنگ وڕابەر) دەستەی نوسەران بووە.
ساڵی 1970 پەيوەندی بە#کۆمەلەی ڕەنجدەرانی کوردستان# دەکات ولەساڵی 1974لە ناحيەی سێگردکان سێ جگەرگۆشەی بەناوەکانی(دياری وعومەر وتوانا) بەهۆی نەخۆشی و دوور لە بنکەی تەندروستی دەبنە قوربانی، دوای نسکۆی شۆرِشی ئەيلول لەکەرکووکەوە دوور دەخرێتەوە بۆ شاری سەماوەی باشوری عێراق، لێپرسراوی ڕێکخراوی کۆمەلەی ڕەنجدەرانی دووی کەرکووک بووە، ئەندامی هەرسێ کۆنفراسی کۆمەلە بووە، لەهەرسێ کۆنفراسی يەکێتی مامۆستايانی کوردستان 1977و1982 و1985ئەندام بووە و هەڵبژێردراوە بە لێپرسراوی لقی کەرکووک وئەندامی سکرتاريەتی ئه و ڕێکخراوە.
دوای پلەی لێپرسراوی ڕێکخراوی دووی کەرکووکی کۆمەلە ولێپرسراوی ليژنەی سەرکردايەتی شارەکان وئەندامی سەرکردايەتی يەکێتی نيشتمانی کوردستانی پێ بەخشراوە، لەرۆژی 10-09-1986 لەگەڵ(دلێر عەبدولقادر عومەر ساڵح)ی کوڕی لەماڵەکەی خۆی لەشاری کەرکووک دەستگير دەکرێت.
لە 15-01-1987 بە مەرسومێکی کۆماری بەئيمزای #سەدام حوسێن# حوکمی لەسێدارەدانی لەگەڵ دوو هاوڕێی بەناوەکانی(شێرزاد حوسێن محەمەد جەباری و ڕەئوف عەبدولرەزاق ساڵح-رەئوف يابە)ئەندامانی ڕێکخراوی دووی کەرکووکی کۆمەلە بۆ دەردەچێت و لە17-06-1987 لەقەسابخانەی ئەبوغرێب لە سێدارە دەدرێت و لەگۆڕستانی شێمحێدين لەشاری کەرکووک بەخاک سپێردراوە.
