رەئوف تا ساڵی 1974 لە #یەکێتی قوتابیان#ی پەدەکەدا کاری کردوە و یەکێک لە ئەندامانی دەستەی بەڕێوبەری بووە. ساڵی 1973 لەگەڵ #شەهید ئارام# وەکوو شاندی لاوانی کوردستان چوونەتە ئەڵمانیا. پاشان تا ساڵی 84 سەرپەرشتیی ڕێکخستنەکانی یەکێتی بە گشتی و کۆمەڵەی بەتایبەتی کردووە لە بادینان، بەڵام درێژەکێشان و شێوازی گفتۆگۆ لەگەڵ ڕژێم لە ڕێکەوتنەکەی 1983ی یەکێتی و ڕژێمی عێراق، بووە هۆی هەڵوێست وەرگرتنی بەرامبەر یەکێتی و دروستکردنی ڕێکخراوی تێکۆشانی ڕەنجدەرانی کوردستان لەگەڵ هەڤاڵانیدا. لە ساڵی 1993 شەپۆلێک لە تیرۆری سیاسی، ناوچەی #دهۆک#ی باشوری کوردستانی گرتەوە. یەکێک لەو کەسایەتیانەی تیرۆرکران، ڕەئوف ئاکرەیی بوو، کە لە ڕۆژی 26ی گوڵانی 1993 لە شاری دهۆک و لە نزیک ماڵەکەی خۆی تیرۆرکرا.
رەئوف ئاکرەیی یەکێک لەو ڕۆشنبیر و سیاسەتمەدار و ڕۆژنامەنوسە بەتوانایانەی بادینان بوو. لەکاتی کارەسات و تاوانی #ئەنفال# بەتایبەتی ئەنفالی 8 کەبادینانی گرتەوە، بەشێک لەزانیاری و یادەوەریەکانی لەسالی 1989-1990بە ئەژمار کردە پەرتوکێک بەزمانی عەرەبی دواتر چاپی کرد بەناوی (الحملة علی بادینان و احوال لاجئین). ئەم پەرتوکە سەرباری ئەوەی کەسێکی ڕۆشنبیری وەک ڕەئوف ئاکرەیی نووسیویەتی هاوکات پڕە لە زانیاریی گرنگ.[1][2]
