This Vision for the Future of Kurdistan is a nationwide multisectoral document aiming at achieving in the Region the possibility for all people to enjoy the benefits of freedom, health, welfare, and economic security and opportunity.
The aim will be possible through the following actions (i) Put People First, which means reaching the following 4 goals (1) creating an efficient health system that provides high-quality essential services to everyone to prevent, treat, and manage physical and mental illnesses and injuries by (a) introducing a sound health care financing system; (b) improving availability and quality of clinical services; (c) promoting preventive services; (d) improving public sector management, regulatory, and policy capacity; (2) promoting an educational system that equips people to achieve their aspirations and support democratic values, economic development, and societal welfare by (a) ensuring access to all levels of grade 12 schools; (b) providing high quality education; (c) increasing relevance and success of technical and vocational education and training; (d) increasing transparency and accountability; (e) building on improvements in higher education; (3) creating a society in which all people can achieve their maximum potential regardless of gender, socio-economic status, place of birth, age, religion, or ethnicity including (a) women and girls; (b) impoverished and vulnerable populations; (c) political prisoners, the victims of oppression, and relatives of martyrs and genocide victims; (d) ethnic and religious minorities; (e) youth; and (4) encouraging a private-sector labor market in which employees can find jobs, can move to better jobs when they want, and are rewarded for their work, and in which employers can find qualified employees and freely employ who they want by (a) instituting legal reforms; (b) ensuring a highly-skilled workforce; (c) introducing pension and benefits reforms; (d) developing a comprehensive unemployment insurance system; (e) helping women enter the labor market and succeed.
(ii) Build the Region s infrastructure by pricing infrastructure correctly, using infrastructure to promote the efficient development and to build the private sector. The infrastructure and services concerned are (a) transportation; (b) water and sanitation to create water security for all, increased access to clean water, and water and sanitation services that reach every home and supply every industry; (c) elecriticy; (d) communications; and (e) housing.
(iii) Create an economically prosperous region, with particular regard for the agriculture and agro-industry sectors to achieve food security for the people, and economic prosperity for farmers through exporting agricultural and food products. This aim requires (a) farmer preparation and training; (b) a comprehensive database on agricultural inputs, crop yields, labor, and land types that agricultural engineers can use farmers, and agro-industry to determine the best locations for growing our agricultural products; (c) water management and improved irrigation to enable agricultural production; (d) resolution of land ownership issues. Furthermore, it is necessary to enable the Private Sector. Economic growth is possible in a healthy and safe environment, with clean water, land, and air, for posterity, reachable by (a) increasing environmental awareness; (b) developing energy efficient buildings; (c) strengthening our laws, regulations, and enforcement; (d) conducting environmental impact assessments; (e) developing a strategy to adapt to climate change; (f) supporting environment protection groups; and (g) improving the urban environment.
(iv) Put Government to Work for the People which means a government that is effective, transparent, trusted, and honest with improved coordination.[1]
